MSC Board of Directors
As a community action agency, MSC is governed by a board of directors comprised of community leaders, elected officials or their representatives, and customers or their advocates. MSC’s board meets once a month.
The Board of Directors is responsible for the oversight of finance, executive leadership, human resources, and planning; however, they are not involved in the day to day operation of the organization. A tripartite Board of Directors is important for full representation by the community.
Teleda Holmes, MSC Board President, Amicable Healthcare Inc.
Teleda has been a member of the Board of Directors since 2010. Teleda participated in MSC’s Employment program. Teleda is a Compliance Officer at Amicable Healthcare, a home care services agency. Teleda has two daughters and also does additional volunteer work helping seniors and disabled individuals through local churches.
Dan Niclai, MSC Board Vice-President, Banner Bank
Dan Niclai joined the MSC Board of Directors in April 2025. He has worked in the financial services industry for 23 years, currently in the capacity of a Commercial Relationship Manager with Banner Bank. He has previously served on the Board for Tacoma Executives Association, most recently as President in 2024. His passions include community volunteerism and financial literacy training to both K-12 children and adults.
John David McCleary, MSC Board Treasurer, DaVita Inc.
John David McCleary joined the MSC Board of Directors in 2023. He was born and raised in Federal Way, and after graduating from the University of Washington with a Bachelors in Business Administration (focus on Accounting and Finance), he worked within the public accounting industry as a financial statement auditor. John David is currently a registered CPA in Washington State and Director, Financial Reporting, at DaVita Inc.
Martin Moore, MSC Board Secretary, Federal Way City Councilmember
Martin Moore joined the MSC Board of Directors in 2020. Martin was adopted at the age of eight from Sofia, Bulgaria, and arrived in Federal Way in 1992. His parents, both educators, instilled in him the importance of putting others before yourself and giving back to your community.
Joseph Atkinson, Better Properties Sterling, Appointed by King County Councilmember Pete von Reichbauer
Joe has served on the MSC Board of Directors since 2017 and is appointed by King County Councilmember Pete von Reichbauer. Joe is a Broker with Better Properties Sterling.
Chris Berry, DaVita, Inc.
I currently live in the South Puget Sound area with my wife – and have two wonderful kids currently in college. We have lived in the Pacific Northwest since 1999 and truly have found a home here. We are active members of LifeWay Church in Federal Way where I serve as an elder and worship team leader. I’m a CPA registered in the state of Washington since 1999, and am the Chief Accounting Officer for DaVita, Inc. I am honored to serve on the Board of MSC. The work that is done through MSC in the Puget Sound area is remarkable and I am humbled to be a part of it.
Michael Gordon, Kitsap Bank
Michael has served on the Multi-Service Center Board of Directors since 2003. During his time on the board, Michael has previously served terms as both Board President and Board Treasurer. Michael is Senior Vice President and Commercial Payments Manager at Kitsap Bank. He has over 22 years of banking experience and an extensive background in treasury management and commercial banking services. In addition to serving on the MSC Board, Michael also serves as President on the board of the Pierce County Library Foundation and volunteers with Habitat for Humanity. Michael lives in Tacoma with his wife, Caireen, daughter Kristin, their Corgi Rhys, and two cats Jasmine and Zoe.
Nicole Hill, BECU
Nicole Hill (she/her) joined the MSC board in July 2025. As Director of Organizational Equity, Inclusion, and Belonging at Boeing Employees Credit Union (BECU), she leads efforts to foster an inclusive workplace culture and promote equitable access to financial health resources. A seasoned equity strategist and change agent, Nicole brings a wealth of experience across education, nonprofit operations, transportation, and finance. She has previously served as Chair of the City of Renton’s Equity Commission and as a board member of youth non-profit; the Greater Seattle Bureau of Fearless Ideas. Outside of work, Nicole is a proud mom of two boys, Noah and Kyson, and enjoys hiking, eating, and occasionally doing both at once.
Brandon Jenkins Moak, Federal Way Custom Jewelers, Appointed by Federal Way Mayor Jim Ferrell
Brandon joined the MSC board in 2026, representing Federal Way Mayor Jim Ferrell. Brandon graduated from Federal Way High School and holds a Molecular Biology degree from Seattle University. As the owner & president of Federal Way Custom Jewelers Brandon brings a breadth of business, finance & marketing experience to the Board. He also serves on the boards of Arts Foundation Federal Way and the Federal Way Symphony, where he has fought to increase arts access for underserved communities. Brandon is proud to call Federal Way home, where he lives with his wife Gina (another Federal Way native). Through his work with MSC and the arts, he hopes to help make Federal Way a stronger & more vibrant community for all its residents.
Vineet Kumar, Community Volunteer
Vineet joined the MSC board in January 2026. He brings experience as a non-profit consultant, along with strong analytical and problem-solving skills to the MSC Board of Directors. He is committed to serve as a resource and asset to MSC as it continues to grow and adapt in these challenging times.
Vineet shares “I come from India—a country that has long struggled with widespread poverty. Growing up, I witnessed firsthand the devastating impact it has on individuals and communities.” He brings compassion and deep respect for human dignity to his work at the food bank as a volunteer. Vineet hopes to make this perspective central to his contributions to MSC’s mission and vision.
Vineet’s lived experiences, both personal and professional, align closely with the role and of client representative on the MSC Board of Directors.
David McRae, Community Volunteer
David has lived and worked in Federal Way for many years.
He spent over three decades working in financial services. David recently retired from his position as Senior Relationship Manager with Banner Bank. In his career he has served on not-for-profit boards with The Seattle Children’s Museum, Northwest Center and Child Care Aware of Washington, and has served in various officer roles with Rotary clubs. He is an active member of Christ’s Church in Federal Way.
He has been a supporter of MSC for many years being impressed with the tremendous breadth of services offered to people and families in need. He was honored to be asked to join the MSC Board in 2020.
Maria Tracy, Community Volunteer
Maria came to the United States from Guatemala in 1995, and married her husband Paul, who is an architect. MSC helped Maria with learning English pronunciation. Maria saw the opportunity to help others at MSC and started interpreting for Spanish-speaking customers at MSC. In 1999, she joined the MSC Board of Directors.
Before coming to the United States, Maria earned a Bachelor of Science and Writing Diploma and studied four years at a Christian Theology Seminar and earned a Christian Education certificate. Maria previously worked in the Federal Way School District as a Spanish/English interpreter.
MSC Staff Leadership
Kirsten York, CEO
Kirsten joined MSC as CEO in October 2023. Kirsten brings 15 years of direct service and non-profit leadership experience to MSC. Her work has focused on uprooting inequitable systems, uplifting communities, and repairing harm done to the most vulnerable members of our communities. Kirsten obtained her Master of Public Administration with a focus in public policy and nonprofit management from The Evergreen State College in Olympia.
Amanda Santo, Chief Operations Officer
Amanda has been with MSC since 2008 and has served as MSC’s Chief Operations Office since 2022. She began her journey at MSC as an AmeriCorps member and was later hired as a Family Development Specialist for an employment program serving job seekers experiencing homelessness. Since then, she has also worked as the WIA (Workforce Investment Act) Adult Employment Specialist, Contract Compliance Manager, Employment and Education Programs Manager and Director, and Director of Operations and Housing Development. Amanda currently serves on the Board of Directors of the Housing Development Consortium of Seattle-King County. She is a certified National Results Oriented Management & Accountability (ROMA) implementer. Amanda holds a Master Degree in Community and Economic Development and is a Certified Rental Housing Development Finance Professional.
Bryant Enge, Chief Financial Officer
Bryant joined MSC in 2024 and is proud to serve as CFO, working with MSC’s high-performing team to maximize and safeguard organizational value in alignment with its mission: “Uplift communities by increasing equitable access to advocacy, opportunities, and well-being.”
With a strong track record in financial leadership, Bryant brings a wealth of experience from both government and nonprofit sectors. Bryant’s collaborative, mission-focused approach has successfully led strategic budgeting, financial planning, and operational improvements that have strengthened organizational health and driven long-term impact.
Throughout his career, Bryant has been a trusted advisor to executive teams and boards, helping organizations navigate complex funding environments, enhance transparency, and align resources with community-focused goals. Whether managing multi-million-dollar public budgets or stewarding donor-funded initiatives, Bryant combines analytical rigor with a deep commitment to public service.
Outside of work, Bryant enjoys spending time with his family, golfing, traveling, and diving into historical biographies. He is always up for a good conversation about how finance can drive meaningful change.
Phoebe Anderson-Kline, Economic Opportunities Director
Phoebe joined MSC in 2024 and is proud to lead the Economic Opportunities Department. Phoebe earned her Master of Social Work with a concentration in administration and policy and has used her career to focus on addressing systemic oppressions at the intersections of housing, reproductive, and economic justice with a deep focus on racial equity. In her free time, she enjoys hiking, hosting dinner parties with friends, and practicing patience as she learns to watercolor.
Patricia Hunter, Director, Washington State Long-Term Care Ombuds
With over 28 years of experience in the field of aging, Patricia Hunter has served as the Washington State Long-Term Care Ombuds since 2011. The mission of the Long-Term Care Ombudsman Program is to ensure the rights, dignity and well-being of individuals who live in long-term care settings. Ms. Hunter leads the work of staff and volunteer ombudsmen across the state who investigate and help to resolve complaints filed by, or on behalf of, long-term care residents. As the State Ombuds, Ms. Hunter works on systemic issues with consumers, state agencies, and legislators to improve the quality of care and life for individuals living in long-term care settings. Prior to joining MSC, Patricia worked for the Alzheimer’s Association, Western and Central WA State Chapter for nearly 16 years, serving as Director of Programs and Policy, and briefly as the interim executive director. Currently she serves on the board of director’s of the National Association of State LTC Ombudsman Programs and is an appointed member of both the State Aging and Disability Joint Legislative and Executive Committee and the Washington State Dementia Action Coalition. Ms. Hunter is a graduate of Central Washington State University’s School of Business Administration, and holds a Master’s in Social Work from the University of Washington. She is also a graduate of Leadership Tomorrow, Class of 2008.
Sarah McNiesh, Director, Development & Community Engagement
Sarah has been with Multi-Service Center since 2013. She earned her BA at the University of Washington and a J.D. from Seattle University School of Law. She has over thirty years of experience working in non-profit fundraising and marketing.
Phalla Pol, Director, Information Technology
Phalla joined the MSC staff in 1995. She runs MSC’s IT department and provides assistance to all staff with their IT needs.
Oksana Savolyuk, Director, Energy Assistance
Oksana has dedicated three decades to serving individuals and families through the Multi-Service Center’s Energy Assistance Program. She joined the MSC team in October 1996 and, through her commitment, leadership, and extensive program knowledge, advanced to the role of Program Director for Energy Assistance in January 2012, becoming a member of MSC’s Administrative Team.
Throughout her career, Oksana has been actively engaged in strengthening energy assistance services and building collaborative partnerships. She has participated in the Puget Sound Energy (PSE) Workgroup, (SCL) Seattle City Light Panel and served as the Region 2 Representative for the Low-Income Home Energy Assistance Program (LIHEAP) Workgroup, contributing her experience and perspective to discussions surrounding energy assistance programs and the needs of low-income households. During her tenure, Oksana has helped guide MSC’s Energy Assistance Program through significant growth and transformation.
Nancy Schneider, Director, Human Resources
Nancy joined MSC in 2021 and brings years of Human Resources experience including the last 19 years in the non-profit sector. She holds a B.S. and Master’s in Business Administration with concentrations in Human Resources Management and Development.
